Pretty run down. The Chinese owners don't know anything about how building construction works. You don't slap a 3 pronged plug on a 2 pronged outlet and call it safe. You don't box in a water heater to keep it "safe" from tenants. And you don't lie to your tenants about what comes with the apartment have us sign a lease then say oops we are giving you this other apartment.
