Our story of being displaced: 9/8/19 just after midnight: upstairs neighbor's hot water heater broke, flooding us. plumber said valve jammed in fully open position when he arrived over hour later. We filled/emptied double bucket setup numerous times. Property manager, Meghan Weinberg of Real Property Associates, ignored our email & phone calls for over 3 days where we explained the severity/tried to know repair schedule. Water remediator explained Meghan hadn't authorized opening the ceiling more nor triming back the exposed fiberglass which had been blown through the apartment for 2 days via a turbo fan and heater. Went in person to have her sign a notice of needed repairs (printed from the Seattle tenants union website). She refused to sign until I removed the portion stating "I have the option of either terminating my liability under my rental agreement or having the repairs fixed myself, paying for the costs myself, and deducting the amount from next month’s rent." She said: *sending plumber = legal requirement of "starting remedial action" *they didn't legally have any time frame to follow for completing repairs. *Maintenance just happens. *They'd be responsible only if she went in our unit and broke our water heater. (background here: water heater in our unit is 15 y.o. & a water heater on the first floor burst, flooding the garage, a few months prior) It was clear at this point that informing me we had no legal rights was more important than getting things repaired. She went on to tell me the water heaters were located in hard to reach areas/built into boxes, laughingly stating "I mean, how are we supposed to get to them?" After involving the city council, SDCI office, and calling the building owner's registered agent/lawyer (in case owner was unaware of severity of their flooded building), in addition to communications with the property managers, we received in total FIVE AND A HALF WEEKS of "drying time." We had a "tomorrow" turn into "next week" and later a complete no show/no contact after Meghan promised she was "on top of it." Rather than remove the sodden drywall 9/16 after the property manager's own repair man said the "ceiling was trashed," they waited another month to allow mold to fill the ceiling. We gave notice seeing the grim future on repairs on 10/10. Contractor, Francisco's helper Angelo arrived on 10/15. He took samples from the ceiling, showing them to my partner - black with mold. Partner went back in the bedroom assuming things would be halted due to discovery. NO, helper made a phone call before RESUMING sawing out the molded out ceiling. ON TOP OF OUR POSSESSIONS - WHERE WE WERE STILL LIVING! I simultaneously spoke with the SDCI inspector. Meghan had called him that morning to ask for more time on repairs so we could move without them getting in the way. (Yet, they hadn't stopped sawing even after finding mold). I arrived home 5-10min later, THE ENTIRE APARTMENT WAS HAZY WITH DEBRIS & SMELLED POTENTLY OF MOLD. Static film was used rather than heavy plastic sheeting and only covered 3 sides of one of the holes - no real effort to contain the mold/drywall dust. Partner's eyes were burning in the bedroom behind the closed door. We hurriedly moved our things that day - massive amounts of washing and throwing our things away over these 2 weeks since. Contractor gave me a fake/unregistered business name when asked for his name/business name and insisted he was not responsible for the repairs and was only following RPA's instructions that if the ceiling was wet to open it up. RPA in turn blamed him for the "misunderstanding." After another 16 days (10/30), as of writing this today, there has been no concession/refunded rent confirmed for this debacle. Meghan is still "discussing with the owner." The ONLY fortune we had in the situation was that we were not stuck in a lease and were month to month when this occurred. If you move here, STARTING DAY ONE - document, document, document, document and be prepared to take it to court.
