I lived in this complex for one year. While the outside of the buildings doesn't look particularly appealing, I had a renovated unit that I truly enjoyed. The onsite laundry is a bit of a letdown, but I went to other local laundromats for easier service. There wasn't a ton of neighbor noise, but people smoking right outside their apartment doors can be an issue if you are someone who likes to leave your windows open since the buildings face eachother.
