I had nothing but the best experience staying at The Country Oaks apartments managed by Bluestar. Suzi was the property manager and she was the absolute best! She was beyond friendly and helpful from the get go! She always responded promptly, and followed up to make sure everything I needed was taken care of. I was nervous to stay at a property where the management was not on site, but it worked out great. She and the maintenance team were always just a phone call away. I highly recommend staying at one of the properties that they manage!

Lived in a corner apartment at the Grand for 3 years - here's what you can expect about living here. This is an old building, essentially a refurbished hotel, so there some plumbing and AC issues with the place. I had a few occasions with water backing up as well.
Cons:
The biggest issue I would say is maintenance, because a lot of times the measures necessary to fix problems here are treated as handy problems/fixable with toolbox. In actuality, a lot of the times the issues here require third party professional help, which they are hesitant to do in order to save $$.
If you live out toward the street, this place is loud. The fire department is right down the street and they come by at all times of day/night.
Management changes hands very often. I had about 5 property managers in the 3 years that I lived here, and they were all very difficult to reach by phone.
Washer/dryer is expensive as well, about $2.25 per wash and $2.50 per dry, so it can rack up quite a bit.
A/C is central so you cannot change between A/C and heat, the building does that all at once twice a year.
Pros:
The Ice cream shop is at the bottom floor so it usually smells very pleasant when you walk in.
The walls inside are very thick - I could listen to music/watch TV extremely loud and never once received a complaint. For that reason you don't hear your neighbors either.
Location - you are a few steps away from tons of restaurants, bars, music venues, grocery, etc.

Lived at the grand for three years, rent goes up every year and the maintenance gets worse. They replaced the carpet in the hallways with extremely cheap and ugly carpet recently which already is coming up and looks horrible. The AC/heat does not work properly and needs a maintenance request every time you switch from hot/cold (currently sitting in the apartment at 45 degrees). They advertise as “luxury” apartments but are lowest quality downtown. The front desk person changes almost weekly so they don’t know their tenants and it shows. Have an attorney on retainer if you wish to live here.
Edit: Noticed property management replies to reviews saying they “fixed the issue” since then or “it’s better now”, or “please email us”, etc. these are lies because I currently live here and everything has become worse- not better.

This is a terrible place to live I'm pretty sure that they hire convicts as maintenance people they are very shady and the maintenance people will let themselves into your apartment unannounced and with no prior notice on top of that they go through a new landlord about every 6 months because they can't keep it together and refuse to pick up the phone or return calls also they left these two refrigerators blocking the walkway for 5 days before anybody would do anything about it.

When I moved into these apartments I had only been here 2 days before my heat went out. It’s been broken for nearly 2 weeks now and seems as if they’re in no rush to fix it. Also there has been no hot water for 2 days as they do an emergency repair. The whole building has no heat or hot water with the temperature outside close to freezing and possible snow tonight. The elevators halfway work, one always seems to be under repair. My first day living here, I ended up stuck inside a broken elevator. The paint jobs are god awful: my toddler could do a better job. The 5th floor smells strongly of marajuana. Forget taking a bath (besides the fact there’s no hot water) the stopper is extremely old and constantly drains all your bath water. You can not adjust the flow of the faucet it either drips or gushes water. The temperature of the water is either freezing cold or boiling hot. The only positives I can say about the building is that since it is shared with Clumpies Ice Cream it always smells like freshly baked waffle cones on the 1st floor. Additionally management is extremely kind and has treated me as family. I love the manager Sarah. However those small positives do not outweigh the fact that this building can not provide the bare necessities. Please do not live here, it is not worth the stress and insane price.

MOVE HERE IF YOU WANT TO BE SCAMMED BY PARKING. I was hit by a car and broke my leg and almost lost it. Due to this i had to hire a live in caregiver. I was in so much pain and going through so much at the time i didnt think about the fact that anyone other than yourself must pay to park to visit you, friends, family, anyone. He was with me for 4 weeks providing me care. Racked up over $600 dollars in parking tickets. They refuse to do anything about it. Told me theres nothing they can do. However, moving forward i can add him as a legal driver for the parking lot for a whopping $65 a month. That is laughable. I hate downtown chattanooga. Imagine anytime you had a friend over they had to pay $20 to park to visit you. That is criminal. DO NOT MOVE HERE. They never answer the phone, they don't do any maintenance, if you do call in for maintenance they take over 3 months to finally fix it if at all, there isnt a keypad for anyone you invite over to get in so you have to physically walk down to get people or doordash in every. Single. Time. The elevators haven't been inspected in over 5 years and break down constantly, there are cockroaches, the streets are extremely noisy at all hours, the “gym” has sewage water leaking from the ceiling, the carpets are disgusting, you have to pay 3 dollars per load of wash and 3 dollars for the dryer as well, they spray paint the bathtubs and it starts chipping away after about 2 weeks of moving in (its disgusting), there is no air conditioning in the bedrooms, the turnover rate for the front desk is laughable (they cannot hold a single employee for more than 2 months), and overall do not give a damn about their tenants or their wellbeing, obviously. The icing on the cake?? i was hit by a car on market street, right outside my apt due to a drunk driver leaving a bar down the road.
